A good, short general document to read to get more information is Building the Performance You Need.

The current methodology for performance-based engineering is outlined in Project 58, which was sponsored and put on by the Federal Emergency Management Association. Project 58 has produced several volumes of work designed to aid engineers in producing a performance-based design. Another good reference is the Guidelines for Performance-based Seismic Design of Tall Buildings. 

On the code side of things, ASCE 41 – Seismic Retrofit of buildings is completely performance-based, and provides a model for how the Code can deal with performance-based design. ASCE Structural Engineering Institute is also engaged in producing performance-based code provisions for wind and fire design.
